Who we are

I’m Michael P. Cadwell, Owner of Cadwell Civil Authority. With years of experience in civil construction, sitework estimating, and project management, I’ve partnered with the U.S. Army Corps of Engineers, municipalities, the National Park Service, and private developers to deliver projects that meet the highest standards of quality and precision.

My career began in the U.S. Army, where I learned the value of discipline, problem-solving under pressure, and teamwork. Those principles continue to shape how I lead Cadwell Civil Authority — whether I’m operating equipment in the field or collaborating with project owners and general contractors at the planning table.

I founded Cadwell Civil Authority to address a gap in the industry: the need for a single, accountable point of contact who can bridge the space between design and execution, eliminating scope confusion and costly delays.

Every project is guided by two core principles:
